Saugus Select Board receives police report on Kowloon brawl

Saugus Select Board received the police report detailing the events of the Nov. 23 brawl that took place at Kowloon restaurant.

The report by Lt. Shawn Flynn was sent to the board on Dec. 14 by Chief Michael Ricciardelli. Though the full report was not released as the investigation is still open, Ricciardelli wrote to the board that it should still give members a “good idea of the events that took place on that evening.”

In the report, Flynn noted he and five other officers were working at Kowloon on Thanksgiving eve as a large crowd was expected at the restaurant. His detail began at 6 p.m., and roughly an hour later, Bobby Wong, the owner of Kowloon, started forming a line outside the building only to let more people in as others left.

Flynn noted in his report that he estimated that “at its largest point, that line reached approximately 200 people.” Despite a crowded restaurant, he did not believe Kowloon was close to its capacity of 1,200 people, stating that the most crowded area was the Hong Kong Lounge, or the restaurant’s main bar, where the fight broke out.

According to the report, around 10:25 p.m., Sgt. Rappa reported several people attempting to stand on chairs and that a fight was apparently breaking out in the lounge.

“He called over his portable radio for the other details to respond, and he separated the males from each other, and with the assistance of Officers Zelinski and Aldred, they handcuffed one of the parties,” Flynn wrote.

Anthony Micelli, 35, was the party handcuffed, and the officers were still attempting to gain control of Micelli on the floor when Flynn arrived. Flynn noted that he saw another man standing with a ripped shirt, who was identified as Donovan Clark, 19, and another shirtless male, identified as Arnold Carey Marujo, also 19.

Flynn said that he was attempting to calm Clark down and told him and Marujo to remain with him. Marujo told Flynn that he had been hit in the head with a bottle.

“All three of the male involved parties were brought outside and interviewed. While we were outside, I could now see the blood coming from Arnold’s head and asked how that happened,” Flynn said in the report.

Clark answered by stating that a girl, identified as Rosaria McCauley, 32, was the one who hit Marujo with the bottle. McCauley, standing outside with Micelli, her boyfriend, was interviewed by Flynn and claimed that she did not strike Marujo; rather, “she was just trying to stop several men from attacking her boyfriend.”

According to Flynn, EMS checked all parties involved, and they all refused transportation to the hospital. Flynn later reviewed surveillance footage and other videos circulating on social media, which appeared to show McCauley striking Clark, the second victim, concluding that she had also already struck Marujo before the videos were filmed.

“It appears that Rosaria had already struck Arnold in the head with a glass bottle before these videos had started,” Flynn wrote.

In conclusion, Flynn reported that two alcohol violations had occurred as a result of Marujo and Clark being underaged. Flynn did note that the staff checked IDs, confiscated 13 fake IDs, and put wristbands on guests who “presented identification indicating they were 21 years of age or older.”

Despite this, “several criminal charges have been filed” against Clark and Marujo, in addition to McCauley and Micelli.

“There was a large police response to the restaurant that night when the detail officers inside could not hear the calls from dispatch asking if we had a problem. After the incident, Bobby Wong informed the detail officers that the last call would be changed from midnight to 11:30 p.m. and the restaurant would close early,” Flynn wrote at the end of the report.

Ricciardelli said in his statement to the Select Board that the full report will become public “as soon as the cases are adjudicated.”
